Officers with the Athens Borough Police Department were on patrol near North Main Street on Sept. 8, in Athens when they observed a vehicle driving at a high rate of speed. The officers pulled their unmarked patrol car up to North Main Street at which time the suspect vehicle nearly stopped in the middle of the street. The officers observed the vehicle drive at a very low speed when they activated their emergency lights to initiate a traffic stop.
The driver was identified as 40-year-old Nellie L. Labarr of Sayre. Upon speaking with Labarr, officers were able to detect the odor of alcohol emitting from her person. She advised the officers that she had been drinking and while being questioned was "actively attempting to fasten her seatbelt."
While officers were running her information, Labarr turned her vehicle back on. The officers again told her to shut off the engine and remove her keys from the ignition. She was asked to step out of her vehicle and perform a battery of field sobriety tests, which she could not complete successfully.
Labarr was placed under arrest and charged with DUI: general impairment; DUI: highest rate of alcohol; obedience to traffic control devices and careless driving. She is set to answer to these charges at a preliminary hearing with Magisterial District Judge Michael Shaw on Nov. 7.

Speeding through downtown results in DUI arrest
On Aug. 10, officers with the Sayre Borough Police Department were in patrol in the area of downtown Sayre when they observed a vehicle driving in excess of the 15 mph posted speed limit. Officers began to follow the vehicle and again observed it traveling at a high rate of speed; at times in excess of 40 mph in a posted 25 mph zone. The driver was having trouble controlling the vehicle and was observed weaving across the center line of the roadway.
The officers activated their emergency lights and conducted a traffic stop. The driver was found to be 24-year-old Binghamton resident Timothy J. Stanley.
Stanley told the officers that he was driving erratically because he was very upset with his friend who lived next door to where he was pulled over. Officers observed Stanley having red, bloodshot eyes and was slurring his speech as he spoke. When asked if he had consumed any alcohol, he confirmed that he had "a few drinks."
Stanley was asked to perform the standard battery of field sobriety tests, which he failed to perform in a satisfactory manner.
He was placed under arrest and charged with one count of DUI: highest rate of alcohol. He will face these charges at a preliminary hearing with Magisterial District Judge Michael Shaw on Nov. 21.
