DUI arrest reported

Pennsylvania State Police charged Nickey R. Landry, 29, of Sayre, following a traffic stop conducted on Aug. 10 on North Lehigh Avenue in Sayre Borough with several charges related to DUI.

The officer was on patrol when he observed a vehicle driven by Landry fail to properly stop at a posted stop sign. The trooper then activated his emergency lights and initiated a traffic stop.

During the initial conversation with the officer, Landry was observed with red, glassy eyes and a noticeable odor of alcohol emitting from his person. Landry was then asked to step out of the vehicle and perform a battery of field sobriety tests, which he failed to perform in a satisfactory manor.

Landry was arrested and charged with DUI: high rate of alcohol; DUI: general impairment, failure to obey stop signs and careless driving. He will face these charges at a preliminary hearing with Magisterial District Judge Michael Shaw on Dec. 19.

Man charged with DUI

Officers with the Athens Borough Police Department charged Scott Q. Rigsby, 20, of Newburg, Mo., following a traffic stop conducted on Nov. 22, on North Elmira Street with several charges related to DUI.

The officer was on patrol when he observed a vehicle driven by Rigsby traveling west on West Pine Street in the center of the roadway. The vehicle then turned onto North Elmira Street and again drove in the center of the roadway before correcting and drifting over the yellow line on the right side of the road. The officer then activated his emergency lights and initiated a traffic stop.

During the initial conversation with the officer, Rigsby was observed with red, glassy eyes and a noticeable odor of alcohol emitting from his person. Rigsby was then asked to step out of the vehicle and perform a battery of field sobriety tests, which he failed to perform in a satisfactory manor.

Rigby was arrested and charged with DUI: high rate of alcohol; DUI: general impairment, DUI: general impairment first offense, required position and method of turning and driving on the right side of the roadway. He was prearraigned by Magisterial District Judge Fred Wheaton on Nov. 22 and received $10,000 bail. He will face these charges at a preliminary hearing with Magisterial District Judge Michael Shaw on Dec. 9.

Drugs and paraphernalia result in DUI arrest

Officers with the Athens Borough Police department charged Shannon L. Kellam, 37, of Athens, following a traffic stop conducted on Nov. 9, in the parking lot of Twin Rivers Terrace off Spruce Street, with several charges related to DUI.

The officer was on patrol when he observed a vehicle driven by Kellam, with no passenger side headlight, fail to turn several times without using a signal. The officer then activated his emergency lights and initiated a traffic stop.

During the initial conversation with the officer, Kellam was asked for her license, registration and insurance information for the vehicle and she stated that she did not have a valid license. The officer then observed a short purple straw used commonly for imbibing narcotics. There was also an alcohol swab with what appeared to be fresh blood and an open can of beer in the back seat of the vehicle. As she was asked to exit the vehicle officers found hypodermic needles in the passenger door pocket, loaded with what appeared to be narcotics.

Kellam was arrested and subsequently charged with prohibited acts and penalties, prohibited offensive weapons, driving with suspended license: DUI related and restrictions on alcohol related to the open container. She will face these charges at a preliminary hearing with Magisterial District Judge Michael Shaw on Dec. 23.

Drug related DUI arrest occurs

Officers with the Athens Borough Police department charged Mark M. W. Capwell, 20, of Rome, following a traffic stop conducted on Oct. 31, on Front Street, with several charges related to DUI.

The officers were on patrol on 199 South when they came upon a vehicle driven by Capwell that failed to use low beams to the oncoming vehicle. When Capwell did switch his headlights to the low setting, the officer observed the driver's side headlight was out.

The officer then followed the vehicle and activated his emergency lights and initiated a traffic stop on Front Street.

During the initial conversation with the officer, Capwell was asked for his license, registration and insurance information for the vehicle and could only produce his insurance card. The officer observed Capwell was sluggish in his movements and had what appeared to be saliva around his lips that was very white.

The officer ran the information provided by Capwell and was informed of an outstanding warrant for his arrest in Bradford County for failure to appear.

Capwell was arrested and subsequently charged with DUI: controlled substances, impaired ability; use of multiple beam road lighting and general lighting requirements.

He will face these charges at a preliminary hearing with Magisterial District Judge Michael Shaw on Jan. 2, 2015.

DUI arrest made

Officers with the Sayre Borough Police department charged Joseph J. R. Nolan, 20, of Elmira, following a call to respond to Elsbree Street in Sayre for a report of a car running with the door open and the person in the driver's seat appearing to be passed out on Oct. 25.

Upon arrival, officers found Nolan passed out in his vehicle, which appeared to be covered in vomit throughout. The officers awakened Nolan after several attempts. When asked for his information, he could not provide it. Nolan told the officers that he had left a Halloween party and attempted to drive home.

Nolan was then asked to step out of the vehicle and perform a battery of field sobriety tests, which he failed to perform in a satisfactory manor.

Nolan was arrested and subsequently charged with DUI: highest rate of alcohol and driving with a suspended license, DUI related. He will face these charges at a preliminary hearing with Magisterial District Judge Michael Shaw on Jan. 2, 2015.
