Bradford County Court News 12/28/2014

Bradford County District Attorney Daniel J. Barrett reported that the following persons recently were sentenced in the Bradford County Court of Common Pleas, Towanda:

John Palfreyman, 35, Ulster, Pa., was sentenced to imprisonment in the Bradford County Correctional Facility to two months to 12 months, fines, costs, restitution of $1,000.00, for the offense of Possession with Intent to Deliver a Controlled Substance, a felony. Trooper Michael Adams of the Pennsylvania State Police arrested Palfreyman following investigation of an incident that occurred in Rome Township.

John Palfreyman, 35, Ulster, Pa., was sentenced to imprisonment in the Bradford County Correctional Facility to one month to 10 months, fines, costs, restitution of $400.00, for the offense of Possession of a Controlled Substance, a misdemeanor. Trooper Michael Adams of the Pennsylvania State Police arrested Palfreyman following investigation of an incident that occurred in Ulster Township.

John Palfreyman, 35, Sayre, Pa., was sentenced to imprisonment in the Bradford County Correctional Facility for 45 days (flat), fines, costs, restitution of $100.00, for the offense of Harassment, a summary offense. Trooper Tyler Brackman of the Pennsylvania State Police arrested Palfreyman following investigation of an incident that occurred in Ulster Township.

Travis White, 28, Towanda, Pa., was sentenced to Probation supervision for a term of 12 months, fines, costs, restitution of $300.00, for the offense of Conspiracy to Possession a Controlled Substance, a misdemeanor. Agents of the Pennsylvania State Police Vice and Narcotics Unit arrested White following investigation of an incident that occurred in North Towanda Township.

Travis Kinner, 25, Monroeton, Pa., was sentenced to Probation supervision for a term of 12 months, and fines of $300.00, for the offense of Possession of Drug Paraphernalia, a misdemeanor. Agents of the Pennsylvania State Police Vice and Narcotics Unit arrested Kinner following investigation of an incident that occurred in Monroeton Borough.

Dylan Robbins, 22, Laceyville, Pa., was resentenced following revocation of Probation, to Probation for 12 months and fines of $150.00, for the offense of Possession of Drug Paraphernalia, a misdemeanor. Officer Thomas VanFleet of the Athens Township Police Department arrested Robbins for the offense on July 9, 2013.

Robert Stumph Sr., 60, Sayre, Pa., was sentenced to imprisonment in a Pennsylvania State Correctional Facility for 10 months to 48 months, fines, costs, restitution of $1,500.00, for the offense of Statutory Sexual Assault, a felony of the second degree. Stumph Sr., will be a registered sex offender for his lifetime. Officer Steven Burlingame of the Sayre Borough Police Department arrested Stumph for the offense in May 2014. Robert Stumph Sr., is the father of Robert Stumph Jr., who was sentenced in three sex cases on Dec. 18, 2014.

Leonard Storms, 45, Elmira, N.Y., was sentenced to imprisonment in the Bradford County Correctional Facility for six months to 23 months, 29 days, followed by Probation supervision for a term of 12 months, fines, costs, restitution of $1,300.00, for the offense of Simple Assault, a misdemeanor of the second degree, Criminal Mischief, a misdemeanor of the second degree and Defiant Trespass, a misdemeanor of the third degree. Corporal Joshua Thompson of the Pennsylvania State Police arrested Storms following investigation of an incident that occurred in Wells Township on July 5, 2014.

Danelle Mitchell, 44, Binghamton, N.Y., was sentenced to imprisonment in the Bradford County Correctional Facility for 15 days to 12 months, fines, costs, restitution of $500.00, for the offense of Retail Theft, a misdemeanor of the first degree.

Officer Daniel Thomas of the Athens Township Police Department arrested Mitchell for the offense on July 12, 2014.

Bradford County District Attorney Daniel J. Barrett reported that the following persons recently entered pleas of guilty in the Bradford County Court of Common Pleas, Towanda:

Darren Counterman, 22, Monroeton, Pa., entered a plea of guilty to the offense of Delivery of a Controlled Substance, a felony. Counterman will be sentenced, following preparation of a presentence report by the Bradford County Probation Department. Agents of the Pennsylvania State Police Vice and Narcotics Unit arrested Counterman following investigation of an incident that occurred in Wysox Township.

Katrina Morse, 26, Sayre, Pa., entered a guilty plea to the offense of Obstructing Administration of Law or other Governmental Function, a misdemeanor of the second degree. Morse will be sentenced on Feb. 5, 2015, following preparation of a presentence report by the Bradford County Probation Department. Trooper Brandon Allis of the Pennsylvania State Police arrested Morse following investigation of an incident that occurred in Towanda Borough.

Dakota Baillie, 20, Canton, Pa., entered a plea of guilty to the offense of Possession of Drug Paraphernalia, a misdemeanor.

Baillie will be sentenced on Feb. 9, 2015, following preparation of a presentence report by the Bradford County Probation Department. Sergeant Trey Kurtz of the Canton Borough Police Department arrested Baillie for the offense on Aug. 2, 2014.

David Bidlack, 51, Sayre, Pa., entered a plea of guilty to the offense of Driving under the Influence of Alcohol, a misdemeanor. Bidlack will be sentenced on Feb. 5, 2015, following preparation of a presentence report by the Bradford County Probation Department. Officer Andrew Stevens of the Sayre Borough Police Department arrested Bidlack for the offense on July 26, 2014.

Trey Ackley, 19, Troy, Pa., entered a plea of guilty to the offense of three counts of Criminal Mischief, a Misdemeanor of the second degree. Ackley will be sentenced on Feb. 9, 2015, following preparation of a presentence report by the Bradford County Probation Department. Sergeant Trey Kurtz of the Canton Borough Police Department arrested Ackley for the offense on Oct. 12, 2014.

Bradford County District Attorney Daniel J. Barrett reported that the following persons were recently placed in the Accelerated Rehabilitative Disposition (ARD) program in the Bradford County Court of Common Pleas, Towanda:

Jay Stedge, 26, Sayre, Pa., charged with the offense of Endangering Welfare of Children and Recklessly Endangering another Person, was accepted into the ARD Program and placed on probation for a term of 12 months. While on probation, Stedge will be subject to supervision by the Bradford County Probation Department, which supervision will include monitoring for drug or alcohol use. Officer Roger Clink of the Athens Township Police Department filed the charges in September 2014, for the offense in Athens Township.

Steven Jeffers, 32, Troy, Pa., charged with the offense of Driving under the Influence of Alcohol, was accepted into the ARD Program and placed on probation for a term of 12 months. While on probation, Jeffers will be subject to supervision by the Bradford County Probation Department which supervision will include monitoring for drug or alcohol use. Additionally, Jeffers must perform community service with the DUI Litter Brigade and attend a Victim Impact Panel and he will lose his Pennsylvania driving privilege for 60 days. Trooper David Sweeney of the Pennsylvania State Police arrested Jeffers for the offense.

Nellie Labarr, 40, Sayre, Pa., charged with the offense of Driving under the Influence of Alcohol, was accepted into the ARD Program and placed on probation for a term of nine months. While on probation, Labarr will be subject to supervision by the Bradford County Probation Department which supervision will include monitoring for drug or alcohol use. Additionally, Labarr must perform community service with the DUI Litter Brigade and attend a Victim Impact Panel and she will lose her Pennsylvania driving privilege for 30 days. Officer Derek Dekar of the Athens Borough Police Department filed the charges in September 2014, for the offense in Athens Borough.

Brandon Phillip, 33, Prosser, Wash., charged with the offense of Driving under the Influence of Alcohol, was accepted into the ARD Program and placed on probation for a term of 12 months. While on probation, Phillip will be subject to supervision by the Bradford County Probation Department which supervision will include monitoring for drug or alcohol use. Additionally, Phillip must perform community service with the DUI Litter Brigade and attend a Victim Impact Panel and he will lose his Pennsylvania driving privilege for 60 days. Trooper James Dughi of the Pennsylvania State Police arrested Phillip for the offense.

Jessi Wolcott, 21, Waverly, N.Y., charged with the offense of Driving under the Influence of Alcohol, was accepted into the ARD Program and placed on probation for a term of 12 months. While on probation, Wolcott will be subject to supervision by the Bradford County Probation Department which supervision will include monitoring for drug or alcohol use. Additionally, Wolcott must perform community service with the DUI Litter Brigade and attend a Victim Impact Panel and Wolcott will lose Pennsylvania driving privileges for 60 days. Officer Bruce Hoffman of the Sayre Borough Police Department filed the charges in October 2014, for the offense in Sayre Borough.

Nicole VanDyke, 23, Athens, Pa., charged with the offense of Possession of a Controlled Substance, was accepted into the ARD Program and placed on probation for a term of 12 months. While on probation, VanDyke will be subject to supervision by the Bradford County Probation Department, which supervision will include monitoring for drug or alcohol use. Officer Derek Dekar of the Athens Borough Police Department filed the charges in June 2014, for the offense in Athens Borough.

Dawn Heinze, 29, Sayre, Pa., charged with the offense of Endangering Welfare of Children and Recklessly Endangering another Person, was accepted into the ARD Program and placed on probation for a term of 12 months. While on probation, Heinze will be subject to supervision by the Bradford County Probation Department, which supervision will include monitoring for drug or alcohol use. Officer Travis Snyder of the Sayre Borough Police Department filed the charges in September 2014, for the offense in Sayre Borough.

Jay Baldwin, 24, Troy, Pa., charged with the offense of Theft by Unlawful Taking, was accepted into the ARD Program and placed on probation for a term of 12 months. While on probation, Baldwin will be subject to supervision by the Bradford County Probation Department, which supervision will include monitoring for drug or alcohol use. Chief Jarvis Burlingame of the Troy Borough Police Department filed the charges in June 2014, for the offense in Troy Borough.

Bradford County District Attorney Daniel J. Barrett announced that the following person(s) recently entered a plea of Nolo Contendere in the Bradford County Court of Common Pleas, Towanda:

Lorrie Parsons, 44, Meshoppen, Pa., entered a plea of nolo contendere/no contest to Retail Theft, a misdemeanor of the first degree. Parsons will be sentenced on Feb. 5, 2015, following preparation of a pre-sentence report by the Bradford County Probation Department. A no-contest plea is entered the where the defendant cannot recall the event but will be held guilty and sentenced. Officer Roger Clink of the Athens Township Police Department arrested Parsons for the offense on Sept. 25, 2014.
