Chemung man charged with assault
Andrew R. Russo, 30, of Chemung, was charged with simple assault, criminal mischief, and harassment by physical contact, police said.
According to police, Russo and a woman got into an argument about a tattoo after Russo had been drinking on March 20.
Police said Russo threw the woman from a bed and into a wall at which point the woman told Russo to leave her but he did not.
Police said Russo grabbed the woman by the neck and held her down on the bed.
During the altercation, police said Russo broke the woman's Samsung Galaxy S5 cell phone, valued at $500.
Police said the woman had visible bruising on her right shoulder and collarbone and also suffered a laceration under her lip in her mouth.
According to police, the woman said the cut happened when Russo grabbed her neck and his hand hit her mouth.
Russo has been issued a summons to appear before Magisterial District Judge Michael Shaw on April 14 for his preliminary hearing.
