SHAMOKIN - Donald E. Cooper Jr., 57, of 14 S. Franklin St., Shamokin, was cited by Patrolman Raymond Siko II for public drunkenness and disorderly conduct after being found passed out at Commerce and Rock streets near The News-Item at 4 p.m. Tuesday.
