Contractor fails to complete work

Michael J. Allen, 39, of Rome has been charged by Towanda police with deceptive business practices and theft by deception relating to a March 7, 2012 incident on Bridge Street in Towanda Borough.

According to police, Allen was paid $6,300 to put a new roof on a private residence and failed to complete the work. Over the course of the last 18 months, the victims attempted to settle the matter civilly but failed to do so.

Allen declared bankruptcy during the dispute.

He was sent a summons to appear before Magisterial District Judge Timothy Clark on Dec. 18 for a preliminary hearing.

Drug paraphernalia found during traffic stop

Joel M. Schoonover, 27, of Towanda has been charged by Towanda police with possession of drug paraphernalia relating to a Nov. 27 incident on Washington Street in Towanda.

Police said they found Schoonover in possession of syringes, a spoon, a plastic bag and alcohol swabs during a routine traffic stop. Schoonover, a passenger in the vehicle, took ownership of the items when questioned by police.

Schoonover has been sent a summons to appear before Magisterial District Judge Timothy Clark on Jan. 15 for a preliminary hearing.

Athens man charged with theft and reckless endangerment

Adam Michael Polowy, 29, of Athens has been charged by state police with theft by unlawful taking or disposition and recklessly endangering another person for his role in an April 27 incident in Sheshequin Township.

According to police, Polowy attempted to steal a compressor valued at $200 from a private residence when he was confronted by the landowner.

Polowy put the compressor down and left the scene, but the victim was able to observe his license plate and file a police report.

The victim also spotted a young child in Polowy's vehicle as he attempted to steal the compressor.

Polowy was arraigned by Magisterial District Judge Timothy Clark on Nov. 27 and incarcerated on $1,000 bail.

He has been sent a summons to appear before Judge Clark on Dec. 18 for a preliminary hearing.
